RESUME OF THE PROJECT

The project is two-year initiative starting from February 2011. It is implemented in Bulgaria, Romania and Greece by Center Amalipe (leading organization), Liga pro Europa, Romania and ARSIS, Greece (partners). The project is financed by DG Justice of the European Commission within Daphne program. The project is continuation of Preventing Early Marriages Project implemented by Amalipe/LPE/ARSIS in 2010.

Project goal: Empowering young people and women in marginalized and traditional Roma communities to fight harmful traditional practices, to establish protective environment for children, young people and women at risk and to develop the communities concerned. This will happen through strengthening the field work at grass-root level in marginalized and traditional Roma communities via establishing the position of Community moderator, developing informal community support mechanisms, establishing cooperation with the existing preventive and protection institutions and implementing joint programs for community development, prevention and protection.

With respect to this goal the project objectives are:

Objective 1: Establishing “inner community” perspective in the prevention and protection of people at risk in Roma communities as continuation of the existing mainstream perspective: through establishing, testing and institutionalizing the position of Roma Community moderator and developing informal community support mechanisms. For achieving this objective 12 Roma Development Community Center with 24 Community moderators will be established and will develop their activity in the respective Roma communities. Their work will be supervised and monitored in order to draw conclusions about the necessity of the position of Community moderator and its institutionalization. In addition advocacy activities for promoting and institutionalizing this position are envisaged.

Objective 2: Raising the capacity of the mainstream preventive and protection institutions to work in marginalized and traditional Roma communities: for achieving this objective training of field workers from these institutions is envisaged as well as implementing joint programs in Roma community together with Roma NGO activits and Community moderators. At the same time advocacy activities before the leadership of these institutions will be undertaken for extending the field work at grass-root level

Objective 3: Establishing a model for systematic cooperation between mainstream institutions and Roma community in developing field work at grass-root level for prevention of violence, protection of victims and fostering community development of marginalized or/and traditional Roma communities: to achieve this objective a set of joint activities is envisaged. This will be also one of the main massage in all training and events organized within the project.
