Until now civil society participation and Roma participation in EU funds absorption is weak; at local (municipal) level it is almost missing. There are no popular models at municipal level for participation of civil society organizations as well as for participation of Roma community in designing, monitoring and evaluation of municipal projects financed by European funds.

The project intends to create and test model for raising and institutionalizing civil society participation and Roma participation in EU funds absorption at municipal level. It will be implemented in 4 Municipalities situated in 3 districts: Lyskovetz, Strajitza (Veliko Turnovo District), Popovo (Targovishte district) and Byala (Rouse District).
